How ARIA Works

From Public Submission to Structured Intelligence

A step-by-step walkthrough of how ARIA transforms unstructured public reports into organized, validated intelligence packages ready for authorized agency review and action.

The Problem

The Challenge with Traditional Reporting

Organizations that rely on public tip lines, hotlines, or web forms typically receive high volumes of incomplete, duplicate, unverified, and difficult-to-process submissions. Critical information gets buried. Analysts spend hours on triage instead of investigation. Evidence is scattered across emails and file shares with no chain of custody. ARIA was built to solve this.

Incomplete submissions

Most public reports are missing key details — dates, locations, entity names, or supporting evidence.

Duplicate reports

The same incident is often reported multiple times by different people, creating redundant analyst workload.

Unstructured data

Free-text submissions are difficult to search, categorize, prioritize, or route to the right agency.

Evidence fragmentation

Photos, videos, and documents arrive through separate channels with no linkage to the original report.

No audit trail

Traditional intake systems lack immutable logging, creating accountability and compliance gaps.

Manual routing

Determining which agency or jurisdiction should receive a submission requires manual review and judgment.

The ARIA Process

Eight Phases. One Unified Pipeline.

01SUBMISSION

Public Report Submitted

A member of the public, an authorized reporter, or an agency partner submits information through the ARIA secure intake portal. The portal guides submitters through a structured multi-step form designed to capture complete, actionable information.

What happens

  • Anonymous or identified submission options
  • Guided multi-step intake form
  • Evidence file upload (photos, video, documents, audio)
  • Location data capture with map interface
  • Optional contact information for follow-up
  • Submission confirmation with reference number

Outcome

A raw submission is received, encrypted, and assigned a unique reference identifier.

02INTAKE

Secure Intake & Encryption

The moment a submission is received, ARIA encrypts all data in transit and at rest, timestamps the submission with an immutable record, and begins the intake processing pipeline. No submission data is stored in plaintext at any point.

What happens

  • TLS 1.3 encryption in transit
  • AES-256 encryption at rest
  • Immutable intake timestamp
  • Unique reference ID assignment
  • Evidence files catalogued and linked
  • Intake event written to audit log

Outcome

Submission is secured, timestamped, and ready for validation processing.

03VALIDATION

Validation & Integrity Check

The validation engine evaluates each submission for completeness, internal consistency, and credibility indicators. Automated checks flag missing information, identify implausible details, and generate a completeness score. Submissions below a threshold are flagged for analyst review before proceeding.

What happens

  • Completeness scoring across required fields
  • Internal consistency analysis
  • Implausibility and bad-faith signal detection
  • Missing information identification
  • Credibility indicator generation
  • Analyst review flag for low-confidence submissions

Outcome

Submission receives a completeness score and validation status. Flagged submissions enter analyst review queue.

04EVIDENCE

Evidence Organization

All uploaded files — photographs, videos, documents, and audio recordings — are processed through the evidence management pipeline. Each file is catalogued, linked to its parent submission, and logged with an immutable chain-of-custody record. Files are stored in an encrypted, access-controlled evidence vault.

What happens

  • Automated file type classification
  • Evidence-to-submission linking
  • Chain-of-custody log creation
  • Encrypted evidence vault storage
  • Access-controlled evidence viewer
  • Evidence integrity hash generation

Outcome

All evidence is secured, catalogued, and linked to the submission with a complete chain of custody.

05DEDUPLICATION

Duplicate Detection

The cross-reference engine compares the new submission against the existing intelligence database to identify related, overlapping, or duplicate reports. Matches are surfaced as linked submissions — not automatically merged — allowing analysts to review and confirm relationships before consolidation.

What happens

  • Cross-submission similarity analysis
  • Location and entity cross-referencing
  • Corroborating submission identification
  • Coordinated reporting pattern detection
  • Similarity scoring and ranking
  • Linked submission display in analyst view

Outcome

Related and duplicate submissions are identified and linked. Analyst is notified of matches.

06AI ANALYSIS

AI-Assisted Analysis

The AI analysis layer processes validated submissions to generate structured summaries, classify submissions by category and severity, extract named entities, and identify information gaps. All AI outputs are clearly labeled as advisory and are reviewed by authorized analysts before any action is taken.

What happens

  • Automated structured summary generation
  • Incident category and severity classification
  • Named entity extraction (persons, locations, organizations)
  • Information gap identification
  • Priority scoring for analyst queue
  • AI output clearly labeled as advisory

Outcome

Submission is enriched with AI-generated analysis. Analyst receives a structured intelligence package draft.

07REVIEW

Authorized Analyst Review

Authorized agency analysts access structured intelligence packages through the secure, role-based ARIA dashboard. Analysts review the submission, AI-generated analysis, linked evidence, and duplicate matches. They can add notes, request additional information, update the completeness assessment, and approve the submission for routing.

What happens

  • Role-based secure dashboard access
  • Full submission and evidence review
  • AI analysis review and annotation
  • Analyst notes and case annotations
  • Completeness assessment update
  • Routing approval workflow

Outcome

Analyst reviews and approves the intelligence package. Submission is cleared for agency routing.

08ROUTING

Agency Routing & Case Assignment

Approved intelligence packages are routed to the appropriate agency, office, or jurisdiction based on incident type, location, and configured routing rules. Multi-agency routing supports simultaneous distribution to multiple authorized recipients. All routing actions are logged in the immutable audit trail.

What happens

  • Rule-based jurisdiction routing
  • Incident-type routing logic
  • Multi-agency simultaneous distribution
  • Routing action audit logging
  • Receiving agency notification
  • Case status tracking post-routing

Outcome

Intelligence package is delivered to the appropriate authorized agency. Case tracking begins.

Who Uses ARIA

Designed for Every Role in the Intelligence Lifecycle

PUBLIC REPORTER

Members of the Public

Citizens, witnesses, and community members submit reports through the secure public-facing intake portal. The guided form helps them provide complete, useful information without requiring technical knowledge.
